Pippa Howarth
Technical Adviser

Pippa joined ITOPF as a Technical Adviser in February 2025. She holds a BSc (Hons) in Marine Biology and Oceanography and a MSc in International Marine Environmental Consultancy from Newcastle University. She is a member of Team Americas and the Fisheries Working Group.
Prior to joining ITOPF, Pippa was a Senior Consultant at an independent consultancy specialising in the sustainable management of aquatic resources. In this role, she led and contributed to a range of fisheries-related initiatives, including the assessment of ship-source spills and vessel groundings on fisheries and aquaculture systems to inform damage evaluations and claims analyses. She has worked on several cases, including the X-PRESS PEARL (Sri Lanka), the EUROCARGO VALENCIA (Sardinia) and the TERRANOVA (Philippines).
Pippa has expertise in Geographic Information Systems (GIS) and R programming, which she applied to support regional fisheries management efforts across West Africa, the Indian Ocean, and the Red Sea. Her work focused on enhancing vessel monitoring, control, surveillance, and enforcement (MCS&E) through intelligence analysis and targeted capacity-building initiatives in collaboration with national and international maritime stakeholders.
