GI China Oil Spill Response Seminar & IMO OPRC Level III Training Course, Yantai, China, 1-5 September 2014
ITOPF took part in the 1st Oil Spill Response Technical Seminar (1-3 September) and the OPRC Level 3 Training Course (4-5 September) in Yantai, China. The seminar and the training course are among the first key deliverables under the Global Initiative (GI) China framework, developed by IMO and IPIECA.
The Technical Seminar was well attended by over 150 participants, with opening addresses from IPIECA, China MSA and representative from IMO. Alex Hunt of ITOPF chaired one session of the Seminar. Drawing on our on-site attendance at spills worldwide, ITOPF also presented two case studies to highlight the importance of the choosing the right responding strategies and to address some of the practical concerns during response operations.
The subsequent Level 3 OPRC Training Course was jointly delivered by ITOPF, China MSA, China Oil Spill Response Centre, CNOOC and Neocos Consulting on behalf of IMO. 29 officers from China MSA, predominantly deputy chiefs of local MSA branches, and 22 delegates from Chinese oil industry attended the training course. The course was also attended by approximately 20 observers.
The course material was based on modules from the IMO OPRC Model Course Level 3 for administrators and senior managers, with some adaptations given the local context of the participants.
