Response Arrangements
The Ivorian Anti-Pollution Centre (CIAPOL) is the responsible authority for marine pollution in the Ivory Coast. The Centre comes under the jurisdiction of the Ministere de l'Environnement, de la Construction et de l'Urbanisme (Ministry of the Environment, Urban Safety and Sustainable Development). Among the duties of CIAPOL is the implementation of the Plan POLLUMAR, the national contingency plan. In 2015 CIAPOL commissioned Cedre to reivise and updates its plan.
CIAPOL is divided into three departments of which, Compagnie d'Intervention Contre la Pollution Marine et Lagunaire (CIPOMAR) is charged with spill response. CIPOMAR has established a communications centre which is also the national contact point for oil spills. The duty officer will initiate the Plan POLLUMAR if required. Le Laboratoire Central de l'Environnement (LCE) can undertake analysis of oil and chemical samples and the Sous Direction des Affaires Administratives et Financières (SDAAF) is responsible for collating information for subsequent claims submission.
Response Policy
While an official response policy is not known, the resources available suggest that mechanical containment and recovery is the preferred option.

Government & Private
Following political turmoil in 2011, CIAPOL resources were ransacked and are currently being rebuilt. In the event of an incident, it is likely that Ivory Coast would rely on private resources. The Ivorian Refining Company (Societe Ivoirienne de Raffinage (SIR)) operate spill response equipment and worked with CEDRE in updating their contingency plan in 2011. Total's Ivory Coast subsidiary (TEPCI) started to develop its exploration and production activity in 2010 and also contracted Cedre to produce their own oil spill contingency plan.
Previous Spill Experience
Numerous small spills have occurred in the vicinity of the refinery and terminal at Abidjan. Five major spills have occurred all resulting in contamination of the lagoon and accompanying beaches.
