Response Arrangements
A National Pollution Contingency Plan was developed in 2008 and updated in 2013. The update is pending review by the Dirección de Proteccion Civil (DPC).
El Salvorian flagged vessels, oil exploration operations, ports, oil terminals, offshore and underwater oil facilities are all required to have contingency plans approved by the DCP, minimum equipment and qualified oil spill response personnel at hand.
The port authority (La Comisión Ejecutiva Portuaria Autónoma de El Salvador (CEPA)) and the Navy would play a prominent role in dealing with pollution incidents at sea as well as in ports.
Other government agencies such as the Centre for Natural Resources (of the Ministry of Agriculture and Livestock) lend support where appropriate.
For a major incident the country would require regional or international assistance. DPC has procedures in place to facilitate the clearance of equipment through Customs in an emergency situation.
Response Policy
El Salvador does not have an official policy on dispersant use but guidelines have been provided by the Ministry of Environment and the Maritime Port Authority (AMP). El Salvador lacks the specialised equipment and necessary expertise and experience to support in situ burning at present.
Equipment
Government & Private
DCP and AMP have no specialised equipment, but could provide transport and general machinery to support a shoreline response. Specialised equipment, such as skimmers, dispersant spraying equipment, sorbents, in held by the private sector, notably ports and oil companies, sufficient to meet a Tier 1 event. They may also have access to OSRL's resources in Fort Lauderdale (formerly CCA).
Previous Spill Experience
There have been no major spills in El Salvador waters.
Hazardous & Noxious Substances
It is understood that to date no specific response arrangements are in place in case of an HNS spill. Such an incident would be dealt with in a similar manner as an oil spill incident. El Salvador has no previous experience of an HNS spill and the government has no specialised equipment available for HNS response.
