Response Arrangements
The Maritime and Navigation Service (SEMANAH) of the Ministry of Public Works, Transport and Communications would be the lead agency for spill response, but there has been very little development of either the oil industry or any framework for responding to marine pollution in Haiti.
Haiti does not have a National Oil Spill Contingency Plan. It has informal regulations for handling waste. (Information from RAC REMPEITC 2015)
Response Policy
There has been little formulation of an oil spill response policy.
Equipment
Government & Private
It is believed that there is no equipment for combating oil spills in Haiti. The nearest equipment, located in the Dominican Republic, is owned by the oil industry and it may not be available for spills outside that country. However, equipment and expertise may be made available under the Caribbean OPRC Plan via REMPEITC-CARIB although the lack of required infrastructure may limit its use.
Previous Spill Experience
No major spills are believed to have occurred in Haitian waters.

Haiti is not a party to any of the above conventions, but plans are afoot to ratify MARPOL (Information from RAC REMPEITC 2015).
Regional & Bilateral Agreements
Cartagena Convention - the Convention for the Protection and Development of the Marine Environment in the Wider Caribbean Region (a comprehensive, umbrella agreement for the protection and development of the marine environment with states of the Wider Caribbean Region).
